Mapping a victory pattern in the Avella district(Capital) The results by portion of Assembly District show that Tony Avella won the vote in the parts of the Senate district that overlap with Assembly Districts 26 and 27. These areas cover large portions of Avella's former New York City Council district.In portions of the Senate district that had close to equal numbers of registered Democratic voters from Liu's and Avella's old City Council districts, Liu had more votes. The 25th Assembly District portion had 20 percent of its registered Democratic voters from Avella's old City Council district and 17 percent from Liu's City Council district. Liu won this portion of the district with 54 percent of the vote.  In the 40th Assembly district portion, Liu's old district covers 58 percent of registered Democratic voters and Avella's covers 41 percent. Members of John Liu's staff have raised lots of cash on his behalf - as well as eyebrows (NYDN) At least seven staff members employed by the city controller's office have held fund-raisers for Liu totaling close to $15K for his mayoral campaign. The top fund-raiser in Liu’s office was Eun Chul Kim, a $72,000-a-year community action specialist who brought in $12,325 in donations and matching funds from 30 people.
Other bundlers who work for Liu’s city office include his deputy general counsel, Phil Hom, who raised $5,240. Most of the money raised is eligible for 6 to 1 city matching funds.

Campaign finance experts wondered whether Liu had violated campaign finance laws by paying Adelman. The laws are notably silent on the issue of using campaign funds to pay for criminal defense. Critics also wondered whether Adelman’s fees represented a conflict of interest that would prevent Hou from being able to testify against her former employer. Liu also added, "I can only imagine there be more allegations in the coming months?" Louis never asked what additional allegations the comptroller was talking about.  It is funny the records don't who Louis questing the FBI sting against Tony Seminerio,  Brian Mclaughlin or William Boyland. No Ethics Letter from the City's Conflict of Ethics Board That Liu Said Allow His Campaign Manager Seto To Work in His Comptroller Office

When The Post uncovered e-mails revealing that Liu has been paying his political guru with campaign cash to help run his city office, Liu just swore he had a letter from ethics officials certifying the dubious arrangement as A-OK. But like most everything that comes out of Liu’s mouth, the assertion was false.  No such letter from the Conflicts of Interest Board exists,

The Post’s Josh Margolin reported yesterday — just a bogus “contract” that Liu’s lawyer drafted and that explicitly bars his political chief, Chung Seto, from having any “supervisory role or authority” in the comptroller’s office.

Bye-Bye, Liu Liu (NYP) Liu campaign operative Pan under arrest after an FBI sting caught him red handed.   Xing Wu Pan took $16,000 from an undercover FBI agent and concocted a scheme to donate it to Liu’s presumed 2013 mayoral campaign, using a network of “straw donors” who took the money and then gave Liu the cash under their own names.  Pan allegedly told an undercover FBI agent he had previously engaged in the straw man maneuver to help finance Liu’s campaign Fund-Raiser for Liu Is Accused of Role in Illegal Donations(NYT)

A Times investigation found that Mr. Liu had failed to comply with a city requirement that he disclose the names of so-called bundlers. The NYT also found  numerous individuals who Liu listed as contributors have said they gave no money, suggesting their names were used to conceal illegal donations, or they wrote checks to the campaign and were reimbursed by the true, hidden giver.  Liu at first promised to release the names of his bundlers but rescinded that offer when word came down about a federal investigation. The Daily News says Liu is wrong to renege on promised accounting.  A campaign donor told The Wall Street Journal she had donated to Liu’s campaign at the behest of now-imprisoned Democratic moneyman Norman Hsu, who had clandestinely provided the funds. * Abrams called Liu’s request “untenable” because it would “compromise my independence,” and he quit.

The allegations in the Times report are similar to irregularities found by the Los Angeles Times at a Chinatown fund-raiser for Hillary Clinton's presidential campaign in 2007 report. The newspaper said it couldn't find a third of the donors using property, phone or business records.  One link between the two cases is political consultant Chung Seto. She organized the fund-raiser that prompted questions about Mrs. Clinton's disclosure reports, and she currently serves as a consultant to Mr. Liu's campaign.  When questions surfaced about the donations to Mrs. Clinton, Ms. Seto called the allegations "outrageous" and "racist." Mr. Liu said on Wednesday he doesn't consider the allegations raised about his donors to be "racist." You would not know it by reading today's NYP that the case Tony Avella and Bloomberg made during their campaign that Comptroller Thompson received campaign contributions from those doing business with his office was true. During his term in office Thompson tripled the amount paid to money managers. It is no wonder that Thompson received a quarter of his campaign contributions from those wanting to do business with his office. The investment expenses of the city's five pension funds ate up $310 million last year, compared with $102 million in 2002. Fees were paid to 229 money managers, up from 74 in 2002. In fiscal 2008, private-equity firms billed NYCERS, the largest of the five pension funds, $33.3 million to manage $1.6 billion. By comparison, managers overseeing $10.2 billion in bond holdings got only $10.7 million. It is clear that incoming Comptroller John Liu is cleaning up the type of corruption that is being uncovered by AG Cuomo with the New York pension funds. The strange thing about the NYP story is that it made no mention of the Cuomo investigation or the pay to play charges made by Bloomberg and Avella.
